ELF STUFF obviously!! Anything related to the Alienage, pride, solidarity, maybe judginess if you aren't elfing right.
HUMAN CHARACTERS he knows how to behave himself well enough to not get beat up or arrested constantly, but he'll throw shade all day re: humans if he thinks he can get away with it. Having the anchor shard and being able to help the Inquisition feels like leverage, so he's more likely to take risks.
COURIER STUFF if your character has anything that needs delivering in the city, that's a super easy hook.
PETTY CRIME as in like, extremely petty. Can he feasibly read your character's mail without getting caught? He's going to do that. He also steals, but it's usually either mundane or personal items. He likes to be annoying, but he isn't stupid enough to risk selling what he takes; actual value isn't important.
